As part of its 2025 immigration overhaul, the UK Government has introduced the Temporary Shortage List (TSL) — a new, conditional and time-limited route to fill specific labour shortages, while shifting the long-term focus to domestic workforce development.

What is the Temporary Shortage List (TSL)?

The TSL replaces the old Shortage Occupation List for sub-degree (RQF Level 3–5) roles. It offers limited visa access for certain mid-skill occupations only when there is a proven and time-sensitive need, and when the sector shows commitment to building up its UK-based talent pool.

key conditions for TSL inclusion

An occupation can only appear on the TSL if the sector meets strict criteria, including:

  • A government-approved workforce strategy showing how the sector will reduce reliance on migration.
  • Demonstrated investment in UK-based training and upskilling.
  • Clear actions to mitigate worker exploitation.
  • A timeline for phasing out international recruitment.

The Migration Advisory Committee (MAC) will oversee this list and assess:

  • Which roles qualify,
  • For how long,
  • Under what terms (e.g. salary thresholds, caps), and
  • Whether dependants are allowed.

TSL vs Traditional Sponsorship

This is not a standard Skilled Worker route. Roles on the TSL:

  • Do not offer long-term sponsorship,
  • Restrict dependants in many cases,
  • And may require higher salaries or English language levels to qualify.

Employers must actively participate in workforce reform, or they risk losing access to this route altogether.

This new pathway reflects the UK Government’s goal to:

  • Reduce net migration,
  • Stop overuse of immigration to fill low- to mid-skill roles,
  • And rebuild domestic capacity in critical sectors through policy-led workforce planning.

The Temporary Shortage List is a short-term fix, not a permanent solution. It allows limited overseas recruitment only when employers show they are investing in UK talent.

This change demands immediate attention from sponsors, especially in sectors like construction, logistics, and technical services.
